Appropriates $6,492,175 from the State Central Services Fund for the Office of the Governor's personal services and operating expenses for fiscal year ending June 30, 2026

Establishes a maximum of 59 regular employees across 37 position classifications, including Chief of Staff, Deputy Chiefs of Staff, attorneys, policy advisors, and constituent services staff

Authorizes up to 7 temporary or part-time "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act

Appropriates $500,000 from the Miscellaneous Revolving Fund for the Governor's Emergency Proclamation to address public emergencies under Arkansas Code 19-2-404

Permits transfer of appropriations between line items within the Operations Appropriation with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee
