Enhances promoting prostitution in the first degree from a Class D felony to a Class C felony for first offense and Class B felony for subsequent offenses, with mandatory fines of $2,500 (first), $5,000 (second), or $10,000 (third or subsequent offense)

Upgrades promoting prostitution in the second degree from a Class A misdemeanor to a Class D felony for first offense and Class C felony for subsequent offenses, and adds managing online platforms or digital spaces used for solicitation as a violation

Increases promoting prostitution in the third degree from a Class B misdemeanor to a Class A misdemeanor for first offense and Class D felony for subsequent offenses

Creates new offense of "promoting prostitution at a business" with civil penalties: 30-day license suspension and $5,000 fine (first violation), 60-day suspension and $10,000 fine (second), license revocation and $100,000 fine (third or subsequent)

Directs all fine payments to be deposited into the Human Trafficking Victim Support Fund or its successor fund
