Transfers authority from the Director of the Division of Labor to the Secretary of the Department of Labor and Licensing throughout Arkansas labor code, consolidating administrative oversight at the department secretary level

Repeals the requirement for a separately appointed Director of the Division of Labor, eliminating the gubernatorial appointment and Senate confirmation process for that position

Grants the Secretary of Labor and Licensing authority to hire and fire executive directors, agents, employees, and independent contractors of boards, commissions, sections, and divisions under the department

Authorizes the secretary to transfer positions and employees between boards and divisions within the department, subject to Legislative Council or Joint Budget Committee approval

Updates approximately 137 sections of Arkansas Code to replace references to "Director of the Division of Labor" with "Secretary of the Department of Labor and Licensing or his or her designee"
