Removes the requirement that registered abstracters may only work in one county at a time, allowing them to work in multiple counties or for more than one company simultaneously

Consolidates the Arkansas Abstracters' Board Fund and the Arkansas Home Inspectors Registration Fund into a single "State Board of Appraisers, Abstracters, and Home Inspectors Fund"

Eliminates several requirements including the mandatory seal for abstracters, criminal background check fees for applicants, and the requirement that at least four real estate appraiser board members belong to nationally recognized appraisal organizations

Allows the board to send examination notices, renewal notices, and other communications via email in addition to traditional mail

Declares an emergency to take effect July 1, 2025 to coincide with the board's appropriation bill and ensure continuity of services during the fund transfer
