Common carriers with a certificate of public convenience and necessity must submit quarterly reports to the Department of Finance and Administration detailing all alcoholic beverage shipments to consumers in Arkansas

Reports must include carrier identification, total gallons by beverage type, delivery dates, brand names, tracking numbers, recipient zip codes, and supplier/manufacturer permit information

Carriers that ship no alcoholic beverages during a quarter must still submit a report stating no shipments occurred

Department of Finance and Administration must report non-compliant carriers to the Arkansas Department of Transportation, which may impose penalties under existing law (§ 23-13-234)

Secretary of the Department of Finance and Administration is authorized to adopt rules implementing the new reporting requirements
