Creates a new Women Veterans special license plate available to female veterans of the U.S. Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard, effective October 1, 2025

Requires a $15.00 design-use contribution in addition to standard registration fees, with funds remitted monthly to the Department of Veterans Affairs

Allocates the $15.00 fee as follows: $10.00 to repay creation expenses and $5.00 to fund Women Veterans Program educational programs and conferences, until creation costs are recovered; thereafter, the full $15.00 goes to educational programs

Repeals the Pearl Harbor Survivor special license plate from the list of authorized military plates

Applicants must provide proof of eligibility, including Arkansas driver's license or ID card and DD Form 214 discharge papers
