Reduces the Compliance Advisory Panel from 9 to 7 members by eliminating positions representing recycling companies and the marketing/recyclable community

Decreases the panel's required meeting frequency from quarterly to at least once per calendar year

Repeals the Marketing Recyclables Program and its associated fund, which had coordinated recyclables marketing programs, recruited industries using recyclables, and advised on extra-large tire disposal

Redirects disposal fees previously deposited into the Marketing Recyclables Program Fund to the Division of Environmental Quality Fee Trust Fund for administrative support of the Compliance Advisory Panel

Declared an emergency and approved April 16, 2025, for immediate effect to ensure proper administration and funding of Division of Environmental Quality programs
