Wind power devices (windmills, wind farms, wind turbines) are prohibited from exceeding 150 feet in height from the effective date of the act until July 1, 2027

The height moratorium does not apply to wind power devices that are under construction, have broken ground, or were in operation before March 21, 2025

Arkansas State Game and Fish Commission must conduct a study on the effects of wind power devices, focusing primarily on migratory waterfowl and raptors (predatory birds)

The Commission may contract with outside entities or partner with state/federal agencies, environmental consultants, nonprofits, or higher education institutions to conduct the study

Declared an emergency based on findings that wind energy may harm wildlife, waterfowl populations are declining, and preserving these populations supports the state economy through tourism and hunting
