Amends Arkansas's Uniform Commercial Code to explicitly exclude "central bank digital currency" (CBDC) from the legal definition of "money"

Defines CBDC as any digital currency or digital medium of exchange issued by the Federal Reserve System, a federal agency, foreign government, foreign central bank, or foreign reserve system that is made directly available to consumers

Includes in the CBDC definition any digital currency processed or validated directly by these governmental or central banking entities

Amends the definition of "deposit account" under the UCC Secured Transactions provisions to exclude central bank digital currency alongside investment property and instrument-evidenced accounts
