Creates a new violation in Arkansas law making it illegal for anyone under 21 years of age to purchase or possess e-liquid products or vapor products (e-cigarettes, e-cigars, e-pipes, and similar devices)

Exempts active members of the United States Armed Forces under 21 who present military identification from the minor definition

Authorizes law enforcement officers to seize and destroy or dispose of e-liquid or vapor products found in a minor's possession as contraband

Establishes penalties of up to $100 fine, up to 20 hours of community service, or both for violations

Excludes products regulated as drugs or devices by the Federal Food, Drug, and Cosmetic Act from the definition of vapor products
