Repeals the Arkansas Opportunity Public School Choice Act (§ 6-18-227), which previously allowed students to transfer out of schools rated "F" or districts classified as needing Level 5 — Intensive support

Amends the Public School Choice Act of 2015 to extend the application deadline from May 1 to June 1 and requires school districts to render decisions by June 30, with automatic approval if no notification letter is provided

Allows school districts to deny transfer applications if they have reached 90% of maximum student-to-teacher ratios, classroom capacity, or teacher caseload limits, or if the student has been expelled or has expulsion pending

Permits immediate revocation of approved transfers if a student excessively violates district policies, is deemed truant by a court, or is expelled for conduct violations

Expands transfer eligibility for dependents of uniformed service members to include Arkansas National Guard serving under Title 10 or Title 32 orders and members of the U.S. Coast Guard and Space Force
