Requires shelters, state and local correctional facilities, juvenile detention facilities, and public buildings to designate all multi-occupancy restrooms, changing rooms, and sleeping quarters for exclusive use by either females or males based on biological sex

Defines "female" and "male" based on reproductive biology, specifically the production of eggs or sperm for fertilization, regardless of congenital anomalies or intentional disruptions

Creates private causes of action allowing individuals to sue facilities for damages, declaratory relief, and injunctive relief if the facility permits opposite-sex individuals to use designated spaces or requires shared sleeping quarters with opposite-sex individuals, with a 2-year statute of limitations

Provides exceptions for custodial staff, medical personnel, law enforcement, emergency situations, coaches supervising athletes (with conditions), and case-by-case housing assignments for transgender or intersex inmates under federal PREA regulations

Allows facilities to maintain single-occupancy or family restrooms, accommodate ADA-protected individuals, young children, and elderly persons, and redesignate spaces between sexes
