Amends the definition of "delinquent juvenile" in the Arkansas Juvenile Code of 1989 to require the juvenile be at least 10 years old at the time of the offense

Expands the definition to include violations of criminal laws or status offenses that can only be committed by juveniles under state law

Updates the definition of "juvenile" to explicitly include individuals who were under 18 when a delinquent offense occurred but have since reached the age of majority

Clarifies that courts may commit a juvenile to the Division of Youth Services when the juvenile committed a delinquent act while under 18 years of age
