Repeals Arkansas Code §§ 27-19-406 and 27-19-407, which previously required the Office of Driver Services to furnish driver operating records upon request and mandated that all driver services records be open to public inspection

Restricts access to motor vehicle registration records to specific parties: the registered owner, persons authorized in writing by the owner, courts for legal proceedings, licensed attorneys responding to subpoenas, and government/law enforcement agencies

Limits disclosure of driver abstracts and confirmation records to the driver, authorized persons, courts, attorneys with subpoenas, employers with written driver consent, licensed insurers, and government/law enforcement agencies

Establishes that digital driver's license photographs may only be disclosed with written consent from the license holder, pursuant to court order/subpoena, or upon request of law enforcement agencies, with a $5.00 fee for consent-based disclosures

Updates the federal Driver's Privacy Protection Act reference date from January 1, 2015 to January 1, 2025 and authorizes the Secretary of the Department of Finance and Administration to promulgate rules implementing these provisions
