Creates new criminal offense of "prescription drug harm or homicide" targeting pharmaceutical company executive officers (age 18+) who knowingly conceal evidence that a prescription drug has dangerous effects, when that drug causes death or serious physical injury to someone in Arkansas

Classifies the offense as an unclassified felony punishable by imprisonment of 1 year to life

Establishes the "Prescription Drug Harm or Homicide Offense Fund" as a state trust fund, administered by the Attorney General, to support prosecution of these cases using federal grants, legislative appropriations, and other authorized revenues

Excludes healthcare providers and facilities (pharmacies, hospitals, pharmacists) from the definition of "pharmaceutical company" subject to this law

Contains a sunset provision expiring December 31, 2026, at which point any remaining funds transfer to the General Revenue Fund Account
