Repeals existing Arkansas law that allowed landlords to immediately dispose of tenant property left on premises after lease termination and replaces it with new tenant protections

Requires landlords to provide written notice to tenants at least 14 days before a scheduled eviction date, delivered by both first-class mail with certificate of mailing and posted on the front door with a timestamped photograph

Grants evicted tenants 10 days following execution of a writ of possession to recover personal property from the premises, with landlords required to make property reasonably available for reclamation

Limits landlord charges for providing required notice to a maximum of $5.00 and entitles tenants to any sale proceeds from abandoned property that exceed amounts owed to the landlord

Provides tenant remedies for violations including actual damages, reasonable attorney's fees and costs, injunctive relief, and other court-ordered remedies
