Creates the criminal offense of mail theft, covering knowingly taking, obtaining by deception or threat, or possessing unlawfully obtained mail from mail depositories or postal services (including USPS and commercial couriers)

Establishes a separate criminal offense for theft or unauthorized reproduction of mail receptacle keys or locks used by postal services

First offense for either crime is a Class D felony; second or subsequent offense is elevated to a Class A felony

Mandatory full restitution to victims and any other persons who suffered financial loss as a result of the offense

Prosecution may occur in either the county where the offense occurred or the county of residence/place of business of the direct or indirect victim
