Appropriates $3,193,343 from the State Central Services Fund for Auditor of State Operations, including $1,753,495 for regular salaries supporting a maximum of 20 employees and $30,000 for extra help (up to 5 part-time/temporary workers)

Appropriates $3,985,089 from the State Central Services Fund for the Unclaimed Property Program, supporting a maximum of 10 employees with $783,635 in regular salaries and $1,120,000 for professional fees

Allocates $35,002,500 from cash funds for payment of unclaimed property claims and $2,500,500 for payment of abandoned mineral proceeds claims

Authorizes the Auditor of State to transfer appropriations between line items within Operations or within the Unclaimed Property Program with approval from the Chief Fiscal Officer and review by the Legislative Council or Joint Budget Committee

Requires the Internal Auditor position to hold active certification as a Certified Internal Auditor or a Certified Public Accountant license in good standing in Arkansas
