Prohibits the retail sale of disposable vapor products from "prohibited foreign parties" in Arkansas, with disposable vapor products defined as those with non-detachable batteries that cannot be refilled and are designed to be disposed of after use

Authorizes the Director of Arkansas Tobacco Control to seize disposable vapor products sold in violation of the law for court or Arkansas Tobacco Control Board disposition

Classifies violations as a Class A misdemeanor

Exempts products that have been approved by the U.S. Food and Drug Administration

Provides a 90-day grace period after the effective date for manufacturers, wholesalers, retailers, and vendors to liquidate, sell, or dispose of prohibited products in their possession
