Abolishes the Arkansas State Library and the seven-member State Library Board, transferring all authority, personnel, contracts, property, and unexpended funds to the Department of Education effective July 1, 2025

Transfers the State and Local Government Publications Clearinghouse and federal Depository Library Program assets to the Arkansas State Archives, along with responsibilities for maintaining digital collections

Creates new state aid eligibility requirements for public libraries, including mandatory policies prohibiting "age-inappropriate materials" (defined as explicit sexual content) for patrons 16 and younger, minimum service hours based on population, and director qualification standards

Designates the Department of Education as the state library administrative agency for federal funding purposes under 20 U.S.C. § 1921, with authority to administer state and federal aid to public libraries

Establishes a funding formula requiring equal base allocations to all qualifying public libraries, with up to 10% of total state aid available for incentive programs based on department policy goals
