State Procurement Director must review and revise procurement materials within 120 days after any new or revised procurement statute or rule takes effect

Requests for proposals must be issued at least 20 business days before the submission deadline, with reissued RFPs requiring a 10-day extension; state agencies must evaluate cost proposals during initial evaluation and cannot require prior state experience as mandatory

State agencies may reject bids or proposals deemed "unrealistic" (too low to perform) or "unreasonable" (too high for requirements), with the director to promulgate implementing rules

Contract negotiations must be conducted by personnel trained and certified in negotiation and procurement processes, with Arkansas-specific training provided by the Office of State Procurement

State agencies (except higher education institutions) must notify the Office of State Procurement at least 7 calendar days before issuing solicitations; the director must repromulgate all related rules within 120 days and report progress to the Legislative Council
