Amends Arkansas Freedom of Information Act to explicitly include learning materials used in public schools as public records, encompassing curricula, syllabi, lesson plans, instructional materials, books, videos, and digital resources

Prohibits public schools from denying access to learning materials based on copyright infringement claims, and bars custodians from entering contracts that restrict public access based on intellectual property rights

Requires access to digital learning materials including subscription-based services for public inspection during normal business hours, even when copying is impractical

Protects copyrighted materials by limiting use to public inspection only and restricting copies to fair use provisions under federal copyright law (17 U.S.C. § 101 as of January 1, 2025)

Prohibits schools from requiring residents to sign nondisclosure agreements or waive rights as a condition of accessing learning materials; excludes tests and student assessments from the definition of learning materials
