Redirects driver's license reinstatement fees from dedicated special revenue funds (including the Division of Arkansas State Police Fund, Office of Alcohol Testing, and Office of Driver Services) to general revenue distributed through the Revenue Stabilization Law, effective July 1, 2026

Redirects court installment fees collected in circuit and district courts from the Judicial Fine Collection Enhancement Fund to general revenue, with an additional $5.00 monthly district court installment fee similarly redirected

Eliminates the $15.00 court technology fee for criminal and traffic cases while maintaining the fee for civil actions, appeals, and small claims cases in state courts

Creates a 13-member Justice System Fee Task Force to conduct a comprehensive analysis of all fees in the Arkansas justice system, examining each fee's amount, purpose, revenue generated, programs funded, and effectiveness

Requires the task force to submit a final report with recommendations for fee reform to the Legislative Council, Governor, and Supreme Court by December 1, 2026, with the task force expiring December 31, 2026
