Extends existing statewide initiative and referendum petition requirements to local (county and municipal) petitions, including paid canvasser registration, training, and filing requirements with county clerks

Requires sponsors of local initiative and referendum petitions to submit original drafts to the county clerk for ballot title and popular name certification before circulating for signatures, with a 10 business day review period

Authorizes county clerks, with assistance from county civil attorneys, to reject misleading ballot titles or petitions conflicting with the U.S. Constitution or federal statutes for local measures

Mandates that local petition signatures collected by canvassers who violated canvassing, perjury, forgery, or fraudulent practices laws shall not be counted by county clerks

Requires county initiative petitions to be filed 90-120 calendar days before the next regular election and include the full ballot title at the top of each signature page
