Creates a new winery private club permit issued by the Director of the Alcoholic Beverage Control Division, allowing holders to manufacture, produce, or bottle up to 10,000 cases of wine per year

Permits winery private clubs to sell wine for both on-premises and off-premises consumption, serve complimentary samples to members and guests, and conduct wine-tasting events for educational or promotional purposes

Allows permit holders to store wine they produce and wine lawfully purchased from retailers or other wineries, as well as bottle wine purchased in bulk from out-of-state wineries

Authorizes winery private clubs to sell their wine to state-permitted wholesale dealers for resale to other retail permit holders

Permits may be issued in dry areas if applicants follow the permit procedure required by § 3-9-222, and permit holders are not required to serve food on the premises
