Classifies violations as a Class A misdemeanor, with civil penalties including statutory damages equal to 10 times the cost of the abortion and mandatory medical license suspension or revocation

Exempts pregnant women from criminal or civil liability; women are treated as crime victims entitled to anonymity protections in any proceedings

Takes effect only if the Attorney General certifies that Arkansas's existing near-total abortion bans (Human Life Protection Act or Unborn Child Protection Act) are enjoined, repealed, or amended to allow abortions beyond life-threatening emergencies
