Creates new criminal offense of "vaccine harm" targeting pharmaceutical company executive officers (age 18+) who knowingly hide, conceal, or withhold evidence that a vaccine has dangerous effects when that vaccine causes death or serious physical injury to someone in Arkansas

Classifies vaccine harm as an unclassified felony punishable by imprisonment of 1 year to life

Establishes the "Vaccine Harm Offense Fund" as a state trust fund to support prosecution of vaccine harm offenses, funded through federal grants, legislative appropriations, and other authorized revenues

Excludes healthcare providers and facilities (pharmacies, hospitals, pharmacists) from the definition of "pharmaceutical company" subject to this law

Contains a sunset provision expiring December 31, 2026, with remaining fund balances transferring to the General Revenue Fund Account
