Expands eligible course providers to include Arkansas School for Mathematics, Sciences, and the Arts, and other educational entities that are not public school districts or charter schools, while prohibiting schools rated "D" or "F" from offering courses through the program

Delays the State Board of Education's rulemaking deadline from the 2025-2026 school year to the 2026-2027 school year for implementing Course Choice Program requirements

Changes the per-course payment amount for course providers from one-sixth of 90% of per-pupil funding to 8% of the foundation funding amount, with 50% paid upon verified enrollment on October 1 and 50% upon course completion

Removes requirement that courses align with Arkansas diploma requirements and eliminates the payment reduction to 40% for students who complete courses late, replacing it with a flat 50% payment for non-completion

Eligible students in grades 6-12 may participate if their school doesn't offer a desired course or if their school received a "C," "D," or "F" rating and they want to take a graduation-required course through the program
