Renames the "Used Tire Recycling and Accountability Act" to the "Tire Management and Recycling Act" and replaces the Used Tire Recycling Fund with a new Waste Tire Abatement Fund effective January 1, 2026

Reduces the tire retailer fee from $3.00 to $1.50 per new tire and eliminates the separate $1.00 fee for used tires, while allowing the fee to be reduced up to 50% if the Waste Tire Abatement Fund balance exceeds $5 million

Eliminates regional used tire programs previously operated by solid waste management boards and removes associated reimbursement structures, business plan requirements, and inter-district programs

Creates waste tire abatement grants for regional solid waste management districts, cities, counties, tire retailers, and planning districts when responsible parties cannot be located or compelled to clean up waste tire sites

Establishes liability provisions holding waste tire site owners, operators, generators, transporters, and processors responsible for abatement costs, while providing immunity for contractors and government employees performing cleanup activities
