Amends Arkansas Code § 7-5-106 to require runoff general elections four weeks after any general election where more than two candidates run for a county or municipal office and no candidate receives a majority of votes

Removes the previous 40% plurality threshold that allowed municipal candidates to avoid runoffs by receiving at least 40% of votes cast plus 20% more than the second-place candidate

Establishes that the two candidates receiving the highest number of votes (but not a majority) will appear on the runoff ballot

Allows the remaining candidate to be declared elected without a runoff if one of the top two candidates withdraws before certification of general election results
