Defines "nonexport facility" as an on-site electrical energy production facility that meets a customer's needs within a single utility's service territory and does not intentionally feed electricity back to the grid

Prohibits public utilities from charging discriminatory electricity rates to customers who own or operate nonexport facilities compared to other customers

Requires the Arkansas Public Service Commission to promulgate rules for nonexport facilities by December 31, 2025, following public comment and a hearing

Mandates the rules include safety and operational standards addressing thermal limits, service voltage, power quality, and acceptable export limitation methods such as power control systems and reverse power protection

Excludes nonexport facilities from the definition of "net-metering facility" under the Arkansas Cost-Shifting Prevention Act of 2023
