Creates a new Division of Interscholastic Activities within the Division of Elementary and Secondary Education to oversee sports and extracurricular competitions for students in grades 6-12

Requires the Commissioner of Elementary and Secondary Education to appoint an Assistant Commissioner who must hold a master's degree and have at least 10 years of administrative experience

Applies mandatory oversight to all public schools and open-enrollment charter schools, while private schools may opt in voluntarily

Assigns the division responsibilities including monitoring compliance with state and federal rules, conducting championship events, developing officiating standards, and preventing exploitation of youth by special interest groups

Requires an annual report to the House and Senate Education Committees by June 1 each year on the division's regulatory activities
