Transfers $436,794,433 to the Restricted Reserve Fund and establishes multiple set-asides including: $136 million to the State Captive Insurance Program Trust Fund, $100 million for Medicaid Sustainability, $90 million for Children's Educational Freedom Accounts, $50 million for Economic Stimulus Programs, $45 million for Educational Facilities Partnership, and $35 million for Arkansas School for the Deaf/Blind

Requires prior approval from the Legislative Council (or Joint Budget Committee when the General Assembly is in session) for disbursements from the Restricted Reserve Fund, with this approval requirement being non-severable

Consolidates unobligated monies from several existing set-asides into the Restricted Reserve Fund, including the EBD/Contingency Set-Aside, Adequacy Set-Aside, Infrastructure Investment and Jobs Act Grants Matching Set-Aside, and Law Enforcement Stipends Set-Aside

Redirects Securities Reserve Fund balances to provide $25 million annually to the Water and Sewer Treatment Facilities Grant Program Fund on September 1, 2025, July 2, 2026, and July 1, 2027, with remaining balances going to the General Revenue Allotment Reserve Fund

Declares an emergency with most provisions effective July 1, 2025, except the $136 million transfer to the State Captive Insurance Program Trust Fund and Securities Reserve Fund amendments which take effect upon passage (approved April 22, 2025)
