Establishes minimum setbacks of 2,500 feet or 3.5 times turbine height from nonparticipating landowners' property lines, and one mile from schools, hospitals, churches, parks, airports, and city limits

Requires environmental impact assessments covering wildlife, water resources, viewshed, economic impacts, and risk assessments for shadow flicker, noise, and safety hazards within 4 miles of facility perimeters

Mandates 100% decommissioning financial security (surety bond, letter of credit, or equivalent) before construction begins, with removal required within 12 months if a turbine stops generating electricity for 180 consecutive days

Sets noise limits of 35 dBA at nonparticipating landowners' dwellings and 45 dBA at property lines, and exempts projects under development as of the effective date or less than 300 feet above sea level
