All current State Library Board members have their terms immediately terminated upon the act's effective date

Governor must appoint seven (7) new members to replace the terminated board, following procedures in § 13-2-205

Governor must convene the first meeting of the newly appointed board within 30 days of the effective date

New members will draw lots at the first meeting to determine staggered terms: one 1-year term, two 3-year terms, two 5-year terms, and two 7-year terms

All subsequent appointments after the initial reconstitution will serve standard 7-year terms
