General Assembly shall conduct a study evaluating Arkansas's national and global competitiveness in attracting lithium recovery projects and related value-added manufacturing

Study must assess competitiveness using industry-standard factors, identify developmental impediments including state and local taxes, permit fees, and regulatory burdens

Study must evaluate infrastructure needs for lithium recovery including rail, roads, water supply, and electricity transmission and distribution

Study must examine workforce availability and training programs to support the lithium industry

Global demand for lithium is expected to quadruple by 2030; Arkansas's competitive position is threatened by increased lithium development incentives in Louisiana, Texas, and other states
