Deeds or instruments conveying real property without warranty must be recorded only by the county recorder where the property is located

Property owners may complete a form with the county recorder that requires any future deed transfers to be signed in person at the recorder's office with government-issued photo ID

If an owner cannot appear in person, someone with proper power of attorney may submit the signed form on their behalf

County recorders may charge a one-time fee for the protection form: up to $100 standard, up to $50 for those over 65 or permanently disabled, and up to $250 for non-owner-occupied properties

The form protections remain in effect until the owner conveys the property or rescinds the form, and protections are not transferable to new owners
