Appropriates $8,847,780 from state funds for Arkansas School for the Blind operations, including $4,299,941 for regular salaries, $1,200,000 for special maintenance, and authorizes 95 regular employees plus 17 extra help positions

Appropriates $12,865,489 from state funds for Arkansas School for the Deaf operations, including $6,732,040 for regular salaries, $1,519,627 for special maintenance, and authorizes 140 regular employees plus 55 extra help positions

Provides additional federal and cash fund appropriations: $1,170,793 federal and $559,508 cash for the School for the Blind; $1,153,642 federal and $375,000 cash for the School for the Deaf

Allocates $223,024 for purchasing and shipping braille and large print textbooks to blind and visually impaired students in Arkansas public schools

Authorizes carry forward of unexpended General Revenue balances into sub-funds for special maintenance, renovations, or future construction projects at both schools, with required reporting to the Legislative Council
