Amends Arkansas Code § 27-16-706 to require the written driver's license test to include questions on the safe operation of a motor vehicle in a highway work zone

Expands required driver's instruction manual content on highway work zone safety to include effects and hazards of unsafe driving, penalties for violations, and statistics on dangers of moving violations in work zones

Requires the driver's instruction manual to include testimonials from highway construction workers and their families

Mandates inclusion of information on the importance of awareness and slowing down in highway work zones, plus a question-and-answer section on safe work zone operation
