Expands the definition of "athlete" under the Arkansas Athletic Trainers Act to include individuals participating in activities related to recreation, sport, exercise, or tactical duty, replacing the previous limitation to organized athletic/team activities at interscholastic, intramural, intercollegiate, or professional levels

Adds a new definition of "tactical duty" as activities associated with law enforcement, military, or rescue services

Removes the requirement that a supervising physical therapist or physician be "on the premises" for direct supervision of athletic trainers, requiring only that they be readily available for consultation

Amends Arkansas Code § 17-93-402 to broaden the scope of practice for licensed athletic trainers in the state
