Adopts the joint rules governing procedures between the Arkansas House of Representatives and Senate for the 95th General Assembly, including requirements for joint sessions, bill presentation, enrollment, and signing procedures.

Establishes bill introduction deadlines: appropriation bills must be filed by the 50th day of a regular session or 15th day of a fiscal session; retirement system legislation must be introduced within the first 15 calendar days of a regular session.

Requires two-thirds (2/3) vote of each house to suspend joint rules, and three-fourths (3/4) vote to introduce certain legislation after deadlines, including bills affecting retirement systems or the State and Public School Life and Health Insurance Program.

Mandates that bills affecting the State and Public School Life and Health Insurance Program include a fiscal impact statement prepared by an actuary, with committees prohibited from acting until the statement is provided.

Prohibits non-procedural resolutions during special sessions and limits constitutional amendment resolutions to the first 31 days of regular sessions, with a third proposed amendment requiring two-thirds approval from each house.
