Proposes amending the Arkansas Constitution to divide the State Highway Commission into 5 geographic districts, with each commissioner required to reside within and represent their assigned district comprising specific counties

Changes Senate confirmation process so that only senators residing within a commissioner's district may vote on that appointment, rather than the full Senate

Establishes 10-year terms for commissioners and allows the General Assembly to redistribute counties among districts by three-fifths vote following each federal decennial census

Commissioners who move outside their district during their term must be removed by the Governor, creating a vacancy to be filled within 30 days

Amendment would take effect January 1, 2027, with new district representation phased in as current commissioners' terms expire (2027, 2029, 2031, 2033, and 2035)
