Exempts licensees holding spirituous liquor licenses in nonuse status from accruing municipal license fees, taxes, renewal fees or taxes during the period the license is properly held in nonuse.

Establishes that bar and beer and wine bar licenses issued after January 1, 2011 must have on-sale retail as their clear primary purpose, with off-sale privileges limited to no more than 10 percent of total retail liquor sales.

Authorizes the director to issue beer and wine store licenses and beer and wine bar licenses simultaneously at the same premises to the same licensee, and permits restaurant licenses to be issued with beer and wine bar licenses at the same location.

Allows liquor store licensees to apply for sampling privileges to provide spirituous liquor samples subject to specific requirements including supervision, portion limits (3 oz beer, 1 oz wine/spirits per person per brand per day), and recordkeeping.

Requires all on-sale licensees to display their liquor license in a conspicuous public area readily accessible for inspection by peace officers, distributors, wholesalers and the public.
