Amends Arizona Revised Statutes Section 13-3112 to modify requirements for concealed weapons permits issued by the Department of Public Safety.

Clarifies that applicants must have completed a firearms safety training program dated no more than five years before application, with exemptions for active duty peace officers, retired officers with 10+ years service, and detention officers certified in weapons by their agency.

Updates permit denial procedures to allow applicants 20 days to submit additional documentation after receiving a denial notice, with the department reconsidering within 20 days.

Modifies language regarding felony convictions to specify that permits are valid if convictions are expunged, set aside, vacated, or if the person's rights have been restored and they are not currently a prohibited possessor under state or federal law.

Authorizes the Department of Public Safety to issue certificates of firearms proficiency according to Arizona peace officer standards and training board firearms qualifications for purposes of the federal Law Enforcement Officers Safety Act of 2004.
