Changes the requirement for appointing a guardian ad litem for juveniles ordered to participate in inpatient or outpatient competency restoration programs from mandatory ("shall") to discretionary ("may").

Guardian ad litem, when appointed, must coordinate continuity of care following restoration and advise the court on the appropriateness of the program's form and location.

Maintains existing provisions allowing courts to order juveniles to participate in outpatient or inpatient competency restoration programs, with the court required to select the least restrictive alternative.

Restoration orders remain valid for 180 days from the initial finding of incompetency or until the juvenile regains competency, charges are dismissed, or the juvenile turns 18.
