Changes the annual report deadline for community college districts from November 1 to December 1 each year.

Removes the requirement for community colleges to provide copies of annual reports to the director of the Arizona state library, archives and public records.

Limits detailed dual enrollment program reporting (including student performance data and itemized program costs) to occur only in odd-numbered calendar years rather than annually.

Renumbers and reduces the specific data elements required in dual enrollment reports, eliminating requirements for summary performance data and itemized actual program costs for curriculum development, textbooks, facilities, counseling, and teacher training.

Retains requirements for documentation of compliance with dual enrollment program standards, enrollment data by location and course, intergovernmental agreements, and scholarship award data.
