Adds Arizona Revised Statutes Title 33, Chapter 22 to establish that reasonable access to private property shall not be denied by the state or political subdivisions.

Amends section 37-1131 to remove references to the "advocate for private property rights" in watercourse navigability proceedings and related landowner notifications.

Exempts the advocate for private property rights from the attorney general's legal counsel requirement in section 41-192, allowing the position to employ its own legal counsel.

Adds a regulatory bill of rights provision allowing persons to file complaints with the advocate for private property rights regarding constitutional takings.

Continues the legislative council until July 1, 2020, with the continuation retroactively effective to July 1, 2010, and repeals Title 41, Chapter 8, Article 1 on January 1, 2021.
