Amends Arizona Revised Statutes sections 41-835.01, 41-835.03, 41-835.04, 41-835.05, and 41-836 to clarify the State Board on Geographic and Historic Names' authority over both geographic features (mountains, canyons, streams, etc.) and places of historical significance (artificial structures, parks, trails, etc.).

Establishes a five-year minimum waiting period before the board can designate a geographic feature name to commemorate a deceased person.

Prohibits the board from changing street and road names for uniformity purposes or naming scenic or historical highways.

Repeals section 41-3010.05 and adds section 41-3020.05, which terminates the State Board on Geographic and Historic Names on July 1, 2020, with the repeal of the entire chapter occurring January 1, 2021.

Makes sections 6 and 7 retroactively effective to July 1, 2010, citing the legislature's intent to continue the board to protect and preserve Arizona's historical record.
