Establishes maximum permit fees for solar energy systems in Arizona municipalities and counties: $375 total for single-family residential grid-tied photovoltaic systems and $150 for residential solar water heating systems.

Prohibits cities, towns, and counties from charging reinspection fees or renewal permit fees exceeding the cost of the original permit for expired projects.

Requires annual adjustment of fee limitations to the nearest ten dollars based on the consumer price index for all urban consumers.

Exempts systems from fee caps if they require more than one plan review, more than two inspections for photovoltaic systems (or more than one for water heating systems), or include electrical storage systems.

Requires municipalities and counties to hold public hearings with at least fifteen days' published notice before adopting fees and to publish the methodology for calculating permit fees.
