Repeals section 41-3010.17 of Arizona Revised Statutes and adds section 41-3020.17 to Title 41, Chapter 27, Article 2.

Establishes that if voters approve a constitutional amendment repealing the department of insurance's authority under Article XV, Section 5 of the Arizona Constitution, the department will terminate on July 1, 2020.

Provides that Title 20 (insurance laws) will be repealed on January 1, 2021, contingent on voter approval of the constitutional amendment.

Reaffirms the legislature's continuation of the department of insurance to administer state insurance laws, protect consumers, encourage market competition, and prevent unregulated insurers.

Makes Sections 1 and 2 effective retroactively to July 1, 2010.
